The Union Agriculture Ministry is taking a significant step towards digitalizing India’s agricultural sector by seeking additional funding for two key initiatives— the Farmers’ Registry and the Digital Crop Survey (DCS). These programs aim to improve data accuracy, enhance policymaking, and empower farmers with better access to government schemes.

Farmers’ Registry Expansion: A Digital Identity for Every Farmer

As part of a broader vision, the government has set a goal to create digital identities for 11 crore farmers by 2027. The rollout plan includes:

  • 6 crore farmers in FY 2024-25
  • 3 crore farmers in FY 2025-26
  • 2 crore farmers in FY 2026-27

To accelerate this initiative, the Agriculture Ministry has sought an extension of the Special Central Assistance (SCA) from the Union Finance Ministry, proposing a doubling of its budget to ₹10,000 crore in FY 2025-26. This increased funding will enable a seamless digital transition, ensuring efficient subsidy distribution, credit access, and streamlined agricultural support systems.

Boosting the Digital Crop Survey (DCS)

In addition to the Farmers’ Registry, the Ministry has also requested ₹2,000 crore under SCA for the Digital Crop Survey (DCS) in FY 2025-26. This funding will support survey operations during both the Kharif and Rabi seasons, providing real-time, accurate data on crop production.

Why is the Digital Crop Survey Important?

  • Better Yield Forecasting: Accurate data will help in assessing potential harvests and supply chain requirements.
  • Efficient Policy Implementation: Data-driven decision-making will ensure targeted government interventions.
  • Disaster Management: Timely insights will assist in developing contingency plans during climate uncertainties.

Collaboration with the Ministry of Rural Development

To complement these efforts, the Ministry of Rural Development has also urged the Finance Ministry to continue SCA support for:

  • Land-related reforms in urban areas
  • Modernization & digitization of rural land records

These initiatives will help in streamlining land ownership records, reducing disputes, and ensuring accurate land data integration with agricultural policies.

Impact on Farmers and the Agriculture Sector

The expansion of digital initiatives in agriculture is set to bring several benefits, including:

1. Easier Access to Government Schemes

With digital identities, farmers can seamlessly apply for subsidies and assistance.

2. Improved Crop Monitoring

The Digital Crop Survey will provide better insights into yield estimates, procurement strategies, and supply chain management.

3. Greater Transparency & Accountability

Digital records will minimize fraud and ensure direct benefit transfers reach the right farmers.

4. Enhanced Financial Inclusion

With verifiable crop and land records, farmers can access loans and credit more easily.

Conclusion

The Agriculture Ministry’s request for increased funding under SCA highlights the government’s commitment to modernizing India's agricultural framework. If approved, these funds will revolutionize digital farming, ensuring a more transparent, data-driven, and resilient agricultural sector for the future.
